1. with the information given, many delegates would not be able to vote in accordance with the rules or the 7 things that they were asked to pay attention to. For instance, Hong Kong cancellation are available for one day only while many other cancellation are available for days, months or even longer?
2. I agree that if delegates fail to submit a card, other creators should be able to enter their own cards.
3. like beauty pageants, the entrants are the ones who are put forward. Many real beauties continue to be low profiled.

Irrational response.
1. You are expecting too much. Most delegates are politicians. If they read the job descriptions and pertinent documents, they won’t be who they are.
Two examples of problematic winners in 2013 and 2018, please read 土耳其极限片 : 错误组合 与 赝品 #82 to #86. Even winners did not follow the “rule” of The degree of the visual concordance of the 3 elements of the MC.
The truth of the matter is the seven “rules” are never binding, they are mere guidance for the delegates to vote as they please.
2. That would run counter to self interest. The fewer the number of participants, the better odds for biased voting ie voting for who the creator is. The decline in interest also would please certain “enemies” of maximaphily. 开倒车is their goal 关了网站，省了年度报告 is their action.

The rock does require cancellation on the 小琉球 island.The point is most delegates who voted for this rock won’t know where 屏东 is. FISH used Kaishuing cancel perhaps because Taipei postmark is not pictorial. In that sense, rock MC is non-compliant under the the rule #2 The degree of the cancellation text /concordance.!!! But goldfish would be exempt, the same exemption would apply for Bruce Lee.

Parts of his movies were filmed in Hong Kong. He lived for some timeand died in Hong Kong.
Btw, when I first started creating articles, I had discussion as to whether pictorial cancellation has to follow the rules of concordance of place. Surprisingly many seasoned collectors believed there was no need to observe the concordance of place untilafter years of my persuasion. You are right. pictorial cancellation has to follow the rules of concordance of place. The distinctionhere is the difference between immobile objects including rock, building, etc versus mobile person, art work, goldfish etc.
Bruce Lee travelled to many cities including Hollywood and San Francisco. Some pet owner like you may relocate from Taipei to Kaohsiung and bring your pet goldfish with you by car or train. That piece of rock will stay on 小琉球until it collapses due to erosion.
Furthermore goldfish is art work and 花瓶石 is photo representation of the real rock, not an art work. If花瓶石 is painting on postcard then 屏东 is OK.
One example Rouen cathedral photo maximum card must have Rouen postmark but Claude Monet’s painting of Rouen Cathedral can be cancelled in Paris because several such paintings are in the Musee d’Orsay.
Lastly do you know that 屏东 is not on小琉球 without looking it up on google map? How many delegates have been to 屏东 or 小琉球? 2020年度世界最佳极限片摩纳哥候选作品遗憾不选择一級方程式賽車冠軍 車手。选择法国极限协会代制西伯利亚猫。西伯利亚猫不理想，但冰天雪地太荒谬了。摩纳哥没有降雪。摩纳哥属地中海气候，夏季温暖干燥，冬季温和多雨。
