Irrational response.
1. You are expecting too much. Most delegates are politicians. If they read the job descriptions and pertinent documents, they won’t be who they are.
Two examples of problematic winners in 2013 and 2018, please read 土耳其极限片 : 错误组合 与 赝品 #82 to #86. Even winners did not follow the “rule” of The degree of the visual concordance of the 3 elements of the MC.
The truth of the matter is the seven “rules” are never binding, they are mere guidance for the delegates to vote as they please.

You are right. pictorial cancellation has to follow the rules of concordance of place. The distinction here is the difference between immobile objects including rock, building, etc versus mobile person, art work, goldfish etc.
Bruce Lee travelled to many cities including Hollywood and San Francisco. Some pet owner like you may relocate from Taipei to Kaohsiung and bring your pet goldfish with you by car or train. That piece of rock will stay on 小琉球 until it collapses due to erosion.
Furthermore goldfish is art work and 花瓶石 is photo representation of the real rock, not an art work. If 花瓶石 is painting on postcard then 屏东 is OK.
